Twenty universities built for discovery, not for degrees

What actually determines whether they produce anything

Shared instrumentation is what lets a small group at a state university reach world-class equipment.

The original concept named the right fields. The harder question — left open in the source paper — is governance and funding. Four commitments matter more than the building:

  • A ten-year block grant with an independent board. Research institutions judged on an annual budget cycle produce annual-budget-cycle work.
  • Shared national instrumentation, bookable by any Indian laboratory, so a small group at a state university can reach world-class equipment.
  • A clear policy on patents, licensing and spin-out equity for researchers, settled in advance rather than negotiated case by case.
  • Ten named grand challenges with decadal targets, against which the network is publicly judged — so success means results, not ribbon-cuttings.

Open to the world, with tiers

These institutions should actively recruit exceptional students, researchers, professors and founders from anywhere, including the diaspora, on tenure-track terms. The aspiration is the spirit of Takshashila and Nalanda — a place scholars travel to — not their institutional form.

Openness coexists with research ethics, biosafety, cybersecurity, export-control compliance and protection of genuinely sensitive defence work. The mistake to avoid is treating every research domain as equally open, or equally secret.

Indic knowledge

Twenty universities for a civilization’s own record of itself

A parallel network devoted to the preservation, teaching, translation, critical study, practice and renewal of Sanatan Dharma and the wider Indic knowledge traditions.

Rather than waiting a decade for buildings and reputations, the network’s first output should be something undeniable and immediately useful to scholars everywhere: a national open digital corpus.

  • High-resolution manuscript imaging to international standards
  • Structured text encoding, critical editions and apparatus
  • Sanskrit and regional-script OCR, with correction workflows
  • Dictionaries, concordances and searchable corpora
  • Translation pipelines into every scheduled language
  • Recorded oral and living traditions before their bearers are gone
  • Temple architecture, iconography, music, ritual and craft archives

Who it is for

Traditional scholars and conventionally trained academics on equal fellowship terms. Foreign universities running serious Indic programmes. Craft and temple-architecture apprenticeships where the knowledge lives in hands rather than texts. And any student anywhere with an internet connection.

The discipline that makes it a university

Tested evidence is the shortest column. Saying so out loud is what makes the rest credible.

Yoga, meditation, pranayama, the chakra traditions and other systems are taught in their textual, historical, philosophical and practice contexts. Where a tradition makes a claim about the body, the mind or the physical world, that claim is tested with modern methods and the result is published either way.

Every claim carries one of four labels: traditional doctrine, practitioner experience, philosophical interpretation, or tested evidence. Keeping those four apart is the entire difference between a research institution and an apologetics factory — and it is what will let serious universities abroad collaborate rather than quietly decline.

Treating inherited knowledge as beyond question and treating it as worthless are the same failure of nerve. Both avoid the work of finding out.
