It is dropped here on purpose. If someone wants to take it — a government, a commissioner, a panchayat, a university, an NGO, or one determined person — it is theirs to take.
What would actually help
Argue with it
The most valuable contribution is a serious objection. The parts most likely to be wrong, in order:
- The finance — band shares, what a unit actually raises, whether matching is realistic
- The unit sizing, against real demographic and travel-time data
- The governance — whether sortition resists capture in an Indian village
- The legal form, from anyone who has registered or regulated a society or co-operative
- Whether the red lines can hold under local pressure
Translate it
The first version ships in English, Hindi and Telugu. The goal is all twenty-two scheduled languages.
A language file is a single JSON document of plain strings. No coding is needed, and the site falls back to English for anything untranslated, so a partial contribution is genuinely useful.
Machine translation is not accepted unless it has been checked by a speaker — a bad translation of a governance document is worse than none.
Pilot it
One ward. One panchayat cluster. One support centre with a telephone line, a small transparent fund and a published service clock. That is a complete and useful thing by itself, and it needs no new law to begin.
If you are in a municipality, a district administration, a panchayat or an organisation that could run one, that is the contribution this project needs most.
Build it
The site is plain HTML, CSS and JavaScript with no build step and no dependencies. Clone it, open it, change it.
Nothing here needs anyone’s permission to reuse, including a government department that wants to run its own version under its own name and branding. That is the point of publishing it.
Getting in touch
This site collects nothing. There is no form, no account, no analytics, no cookie and no tracking — which would sit badly with a project that spends this much of its text arguing about data minimisation.

This is a proposal addressed to government and citizens alike, offered as guidance for how the two might achieve something together. It is open to suggestion and feedback, and it is designed to be run with and under government — without which it is not feasible.
It is not at present an official programme of any government, and it is not affiliated with any political party.
