Each issue is written in three parts: the charge, put as strongly as its best advocate would put it; what the model actually says; and what is still unresolved — because in several cases the honest answer is that it is not settled.

1 · Is “Ram Rajya” an inclusive frame, or a majoritarian one?
The charge. Naming a national governance model after a Hindu ideal, on a domain called sanatansetu, tells every non-Hindu citizen that they are a guest in it. However fair the service rules are, the framing sets who belongs and who is tolerated. Words like this have a political history in India that cannot be wished away by good intentions.
What the model says. Sanatan principles are openly at its core — the conception of dharma as obligation rather than entitlement, of service as duty, of the ruler answerable to the ruled. That is the intellectual source and it is stated rather than hidden. Delivery, however, is unconditional. No service, job, contribution band, jury seat or benefit depends on faith. No religion is recorded. Temples, gurdwaras, mosques and churches participate voluntarily and equally, and the guaranteed floor of help never depends on any of them.
Unresolved. Whether a stated foundation and unconditional delivery can coexist in practice, in a tense district, with a hostile local majority. The structural defences — sortition, no religion field, an independent ombudsman, discrimination as a failure trigger — are real, but they have not been tested. Readers who think the name itself makes the rest unreachable are making a serious argument, and the pilot results will be better evidence than anything written here.
2 · Is the household contribution just a tax by another name?
The charge. Citizens already pay income tax, GST, property tax and user charges. Asking again for a monthly contribution is either a second tax without parliamentary sanction, or an admission that the state has abandoned its job. Worse, it makes the quality of your street depend on your neighbours’ ability to pay.
What the model says. Contribution is voluntary, banded, exempt for poor households, substitutable with four hours of work, and never a condition of receiving any service. Government keeps every existing obligation; the community fund buys speed and visibility on small things, not the replacement of public provision. Equalisation transfers exist precisely so quality does not track local wealth.
Unresolved. Whether “voluntary” survives contact with social pressure in a small neighbourhood — the household that does not contribute may be perfectly legally protected and still be treated differently. And whether, once community funds exist, a state government quietly reduces its own spending to match. Both risks are real; neither is fully answered.
3 · Does community employment undercut MGNREGA and formal labour?
The charge. A parallel stream of community work at locally-set wages, outside labour inspection, with training attached in lieu of security, is how a workforce gets informalised. Municipal sanitation contracts have travelled exactly this road.
What the model says. Wages at or above the applicable statutory minimum, terms agreed in writing, labour law fully applicable, volunteer and paid roles defined separately, and an explicit prohibition on volunteering displacing a paid job. Community employment is measured on exits into better work, not on headcount retained.
Unresolved. The enforcement question. A unit is its own employer; “labour law applies” means little without inspection capacity. This is one of the strongest arguments for units being state-supervised rather than autonomous, and it needs a real answer before any pilot employs anyone.
4 · If caste is never recorded, how do you know the jury is not all upper-caste?
The charge. Caste-blindness in a caste-structured society protects the status quo. A jury drawn by lot from a village where one community owns most of the land will look random and behave like the landlords. Reservation exists because neutrality failed.
What the model says. The jury is stratified — by gender, age, locality and length of residence — and locality is a deliberate proxy, because settlement in most Indian villages and towns is already segregated by caste. Every habitation, including every colony on the edge of the village, is guaranteed seats. Discrimination in service delivery is a published failure trigger.
Unresolved. This is a genuine trade-off between two goods and the site should not pretend otherwise. Recording caste enables both targeted justice and targeted harm; refusing to record it prevents one kind of abuse and conceals another. Locality stratification is a workaround, not a solution. If you have a better answer, it is wanted.
5 · Should a unit ever have enforcement powers?
The charge. A body with responsibility and no power is theatre. If a unit cannot stop illegal dumping, unsafe construction or someone blocking a footpath, then residents will do it informally anyway — and informal enforcement without rules is worse than formal enforcement with them.
What the model says. No. Permanently, and this is a red line rather than a current setting. Observation, documentation and referral only. Every route from “community with minor enforcement powers” to serious abuse is short and well-documented in India and elsewhere.
Unresolved. The gap is real. If referral to the competent authority produces nothing for six months, the red line holds and the problem continues. The proposed answer is the SLA clock and public escalation — make the authority’s failure visible rather than giving the community a baton. Whether visibility is sufficient is an open question.
6 · Does learning the local language become quiet coercion?
The charge. “Learn the language of the place you moved to” sounds reasonable until it becomes an expectation, then a condition of belonging, then a test. Migrant workers in several Indian cities already face this.
What the model says. The offer runs both ways and that is not decoration: residents teach their mother tongue to their neighbours in the same building where they learn the local one. No service depends on language. Every channel — including the voice line — must function in the languages people actually speak in that unit, not only the state language.
Unresolved. Resourcing. A unit with residents speaking nine languages cannot realistically staff nine. The practical floor has to be defined, and it has not been.
7 · Is studying Ayurveda and yoga academically a way of legitimising unproven claims?
The charge. Universities devoted to a tradition tend to defend it. Putting chakras and doshas in a research institution launders doctrine into something that looks like evidence, and patients die when that happens.
What the model says. The four-label discipline exists for exactly this: traditional doctrine, practitioner experience, philosophical interpretation, and tested evidence are kept visibly apart on every claim. Where a claim concerns the body, the mind or the physical world, it is tested by ordinary modern methods and the result is published whichever way it comes out. Historical and textual study of a tradition is entirely legitimate scholarship and needs no clinical justification at all.
Unresolved. Institutional incentive. If an institution’s funding, prestige and political support depend on a tradition being vindicated, the labels will bend. Independent boards and open data help; they are not a guarantee, and the critics of similar institutions elsewhere have usually been proved right.
8 · Does decentralisation weaken protections that only central law provides?
The charge. Minorities, women, Dalits and Adivasis have historically been protected from local majorities by higher courts and central statute. Pushing money, services and decisions down to the neighbourhood pushes power toward exactly the level where those groups are weakest.
What the model says. This is why the unit holds no statutory power, why constitutional and legal supremacy is the first governance principle, why the Privacy Ombudsman sits above the unit rather than inside it, why appeals leave the unit entirely, and why the national service floor reaches every resident regardless of what their unit does or thinks.
Unresolved. Appeals and ombudsmen work for people who know they exist and are able to use them. The people most at risk are the least able to. Whether a unit can be made safe for its own minority is the single hardest question on this page, and the twelve pilots are chosen partly to find out.
9 · Who counts as a resident? What about migrants and tenants?
The charge. Every membership-based local body eventually distinguishes real residents from outsiders. Seasonal migrants, tenants, construction workers and street vendors are exactly the people who need a support centre most and are most likely to be told they do not belong to this one.
What the model says. Presence, not property or tenure, is the test. Anyone living or working in the unit can use its services. Jury stratification includes length of residence specifically so that short-term residents are represented rather than averaged away, and a person’s civic-service record and credit passport are portable because they belong to the person, not the place.
Unresolved. An honest gap. A worker who moves four times a year belongs everywhere and nowhere, and nothing in this model yet solves that properly.
10 · Isn’t participatory budgeting captured by whoever shouts loudest?
The charge. Open votes on spending reward the organised, the retired, the loud and the locally powerful. The household working two jobs never attends. The result looks democratic and funds the preferences of people with free evenings.
What the model says. Only 20% of the fund is allocated this way, precisely to limit the damage. The other constraints — the 30% maintenance floor, a jury drawn by lot rather than by attendance, and voting open by phone and voice line rather than only at a meeting — are all aimed at the same failure.
Unresolved. Whether remote voting solves turnout or simply moves capture to whoever can organise a messaging campaign.
11 · Faith institutions in welfare — inclusion, or pressure?
The charge. Religious bodies running food, shelter and education services means the hungriest people receive help inside someone’s religious space. That is a form of pressure even when nobody intends it, and it has been used deliberately by institutions of every faith.
What the model says. Voluntary participation is welcomed from institutions of every faith and none. But the guaranteed floor — food, shelter, sanitation, documents, referral — is provided by the system itself and never depends on charity or affiliation. A person must always be able to receive help without entering anyone’s religious premises.
Unresolved. In practice, in a poor unit, the temple kitchen may be the only kitchen for years before the guaranteed floor is actually funded. The principle is clear; the sequencing is not.
12 · Is this just too big to ever happen?
The charge. Fifty thousand units, two university networks, an education reform, a new fund and a new legal form. India has a long history of comprehensive models that produced conferences and nothing else.
What the model says. Nothing here has to happen at once, and almost nothing requires new legislation to begin. A single ward with a support centre, a small transparent fund, a task exchange and an SLA clock is a complete, useful thing on its own. If that works in twelve difficult places and the results are published honestly — including the failures — the rest becomes an argument someone else can take up. If it does not work, that is worth knowing too.
Unresolved. Who does the first one, and with whose money.
