Notice earlier, refer properly, never investigate
Loneliness, addiction, debt, illness, a family coming apart. Most people carry these alone until something breaks. A unit small enough to know its own residents can notice sooner — and that is exactly why the boundaries must be drawn hard.
What the care network does
- Trained volunteers who recognise distress and know where to send it
- Opt-in regular check-ins for elderly residents
- Peer support groups for caregiving, recovery, bereavement, debt and loneliness
- Referral routes to counsellors, doctors, legal aid, shelters and financial advisers
- Clear emergency escalation for credible threats or immediate danger
- Mental-health first-aid training for community workers
What it must never do
- Diagnose, treat or counsel — volunteers accompany and refer, nothing more
- Keep a register of who is struggling
- Discuss a resident’s situation outside the referral itself
- Visit, check on or follow up with anyone who has not asked for it
- Treat declining help as a reason for concern to be recorded
Domestic violence, abuse, coercion and serious threats are removed from community handling entirely. No elder, committee, neighbour or worker may mediate them, pressure a survivor to reconcile, ask a survivor to explain themselves, or disclose anything publicly. These cases go directly to survivor-centred professional and legal pathways, and the community record closes at the point of referral.
Community elders may help with an ordinary disagreement between neighbours, with everyone’s consent. That is the limit.
Sandhya Setu — for people growing old alone
An opt-in programme, revocable in a single step, for elderly residents who want it: a check-in at a time they choose, a simple button that reaches a real human being, a weekly companion visit, and pairing with a student under the civic service programme so both sides get something out of it.
One published rule governs the whole thing: a missed check-in triggers a knock on the door, never a report to anyone. The moment it becomes a monitoring system it stops being care, and people stop opting in.
Reasons for neighbours to know one another before they need one another
Social contact is not decoration on top of the serious work. It is the thing that makes the serious work possible — people help neighbours they recognise.
Sport
Weekly or monthly leagues, open fitness sessions, children’s coaching, and grounds kept usable by the maintenance budget rather than left to rot.
Culture
Music, theatre, dance, literature, crafts and local-history programmes. Performance space that a local artist can actually book.
Across generations
Youth clubs, senior clubs, family events, reading circles, and deliberate pairing of the two ends of the age range.
Shared celebration
A festival calendar that includes everyone’s festivals, and events built so that attending someone else’s is normal.
Green days
Community gardening, tree planting and neighbourhood clean-ups — which double as the fieldwork for the environmental ledger.
Making and selling
Talent showcases, craft exhibitions and local entrepreneurship fairs that connect to the Setu Bazaar listings.
Service that counts — and is never free labour
Students are invited, never compelled, to take part in community service. Verified contributions can be recognised through academic credit where appropriate, service certificates, commendations, a portfolio, or a documented recommendation on a leaving record.
Suitable work
- Helping elderly residents with digital services, reading, errands and company
- Tutoring children; teaching adults literacy, languages or basic computing
- Supervised river, lake, park and street clean-ups where conditions are safe
- Tree planting, water conservation, recycling and environmental awareness
- Assisting with cultural programmes, sport, libraries and the learning centre
- First-aid and disaster-preparedness training
- Training other residents in the unit’s systems — which itself earns credit
Safeguards, published where students can see them
- Never as substitutes for police, emergency responders, or sanitation workers in hazardous conditions
- Age-appropriate tasks with a named adult supervisor
- Insured where the activity warrants it
- Designed around learning and service, never around extracting unpaid work
- Withdrawal at any time, with no effect on the credit already earned
An optional stipended service year between school and higher study, with three months served in a different linguistic region. A young person who has lived and worked in another state’s language for a season is permanently harder to mobilise against it — which makes this the most effective cultural integration instrument in the entire model.
The aim is that a student leaves education with more than marks: a verifiable record of having taught, restored, organised, assisted or built something that other people actually needed.
Unity through contact, not through sameness
India’s linguistic, regional, religious and tribal variety is not a problem to be managed into uniformity. The work is to increase honest contact between communities before tension becomes crisis.
Language as the bridge
Every centre offers accessible classes in the locally spoken language — and equally, residents who have moved in can teach their own mother tongue to their neighbours. The objective is belonging without erasure: learning the language of the people around you should widen your world, never cost you your own.

A cohesion body may refer credible threats, incitement to violence, targeted harassment, communal intimidation and vandalism to the competent authority under due process.
It has no power whatsoever over lawful criticism, belief, political disagreement, scholarship, satire or peaceful expression. Transparent definitions, independent review, a right of appeal and judicial oversight are not optional additions here — without them a harmony institution becomes the instrument of whichever group is locally dominant.
