The advantage a Setu Unit already has

A functioning unit possesses, as a by-product of its ordinary work, almost everything a first response needs — and possesses it before the disaster rather than after.

• It knows which residents cannot evacuate unaided — elderly, disabled, bedridden, alone — because Sandhya Setu already checks on them, with their consent.
• It has a roster of trained volunteers and community workers who can be reached in minutes.
• It has a building, a power supply, a notice board and a voice line that residents already use.
• It has a physical map of its own streets, drains, low-lying areas and weak structures.
• It has an escalation path to the Sangam that is used every week for ordinary complaints, so it works under pressure.
• It has students trained in first aid and disaster preparedness through civic service.

1. Before. Risk mapping, the consented vulnerability list and its strict access rules, drills, stockpiles, safe-building awareness, and the evacuation route a resident can actually walk.
2. The first hours. Who does what, with no instruction arriving from outside. Search coordination without interfering with professional responders.
3. Relief. Shelter, food, water, sanitation, medicine, and the distribution rules that stop relief being captured — the most common failure of all.
4. Escalation. How the unit hands over to the district authority and NDRF rather than competing with them, and what it does afterwards.
5. Recovery. Documents lost, livelihoods destroyed, compensation claims, rebuilding, children out of school, and mental health — which is the part that is always abandoned first.
